By DAN LEE The Press-Enterprise A state agency awarded the city of Moreno Valley and its redevelopment agency more than $1.2 million to help build a new library near City Hall, a city official said.

The city obtained the grant through the state Housing and Community Development’s Workforce Housing Reward Program, which provides financial assistance to cities that have issued building permits for new affordable housing.

“You can take the money and use it to improve livability and make the community better,” city Economic Development Director Barry Foster said by phone.

Moreno Valley and its redevelopment agency issued permits for 321 affordable housing units in 2006, he said. Many of them were two- or three-bedroom units, which helped Moreno Valley achieve a high rating and earn the grant.
